SUMMARY
The Mesa County Pre-CAP program diverted individuals, deemed likely to be found incompetent to proceed, from confinement to supportive community-based treatment.
BACKGROUND
Pretrial release programs in Colorado are typically operated by county governments, as a community-based alternative to pretrial confinement. Utilizing the case management capacity of pretrial programs is an opportunity to monitor individuals in the competency system while they are being restored in the community.

STANDOUT ASPECTS
This program augmented an existing mental health program operated by a county pretrial agency, as such it leveraged resources already deployed. The funding permitted the program to serve the specific needs of competency clients who would otherwise remain in custody during the restoration process.
