SUMMARY 
Assisting clients with acquiring treatment and wraparound services out of custody; the target population includes pre-release incarcerated clients with mental health and substance use disorders

BACKGROUND
A significant proportion of the competency restoration population have either a substance use or co-occurring mental health disorder.   Also, a high proportion of this population is homeless or in unstable housing situations prior to arrest.  These needs present barriers to safe release from custody during the competency evaluation and restoration process. 

ELEMENTS
Coordinate substance use disorder treatment, coordinate housing, coordinate outpatient restoration services, access to dual-diagnosis treatment, ensure medication consistency, provide system navigation, and public benefit acquisition

ANTICIPATED OUTCOMES
Decrease in individuals who require admittance to the state hospital for competency restoration; Decrease in time to reach competency outcome; Increase in treatment service engagement during and after justice involvement

STANDOUT ASPECTS
This program partners with a county pretrial release agency to provide team case management where both legal bond conditions and public safety are the goal of one, and clinical/needs being met is the goal of the other.  Also, this program provides specific substance use disorder resources.
